Africa hosts an ever-growing set of subsea data cable networks off its coast that serve the digital growth of African societies. Connectivity also drives port operations and raises cybersecurity threats and a host of legal matters. This attractiveness fosters legal and illegal maritime practices with the latter embedded in criminal enterprises and wars that continuously grow in scope and sophistication. This trend compels governments to bring their maritime houses in order. A national maritime security strategy serves as a foundation to securitise national maritime interests and South Africa must keep in step with this imperative. <a href="/english/faculty/milscience/sigla">SIGLA</a> is partnering with the <a href="https://issafrica.org/">Institute for Security Studies</a> and the <a href="https://www.unodc.org/unodc/en/piracy/index.html">UNODC </a>to address important aspects of a National Maritime Security Strategy for South Africa. Stellenbosch University <a href="https://www.ifr.sun.ac.za/" target="_blank">(IFR</a>) are partnering in presenting a webinar on the afternoon of 30 November 2021 on
positioning armed forces for future roles. </p><p>One critical uncertainty all armed forces face is keeping abreast of
changing security threats alongside short-term political agendas bent upon incremental changes that become
futile at critical points in time. Alongside a dwindling societal interest, a national perception of military stasis
often arises. </p><p>This is a dilemma for soldiers, political decision-makers and society who must fund defence and
expect political expediency and a combat ready defence force in return but find a military that does not boost
confidence. One way to lower an impasse is using academic expertise as a catalyst for decisions to move national
defence into the future. </p><p>To this end, speakers have been invited to share their views on history, how armed
forces change and position themselves for future roles as well as matters related to the defence industry. </p><p>Dr
Morne Mostert, Director of IFR and Member of the Club of Rome is the opening speaker followed by a panel
discussion of three speakers led by Professor Lindy Heinecken (Stellenbosch University) with Prof Jo-Ansie van

The follow-up webinar is planned as a panel discussion comprised of speakers from political parties and academia and follows in the wake of the 2021 Defence Budget Vote on 18 May 2021 that is bound to reflect another round of deep cuts in defence spending to a level below 1% of GDP. This drop inherently implies that perpetuating status quo thought and incrementalism serve little purpose and the second webinar is an attempt to shift the focus on budgets and thought forward in time to consider alternative futures for the SANDF. The seminar's planned opening speaker is the South African Minister of Defence or her representative, while a Member of the Portfolio Committee on Defence and Military Veterans is invited to speak on a Parliamentary oversight perspective going forward. Is it because of all the other problems, from poverty, violence to corruption, that African states and regions are facing? Is it too difficult to convince voters that the maritime matters? Is it the lack of leadership or of knowledge and capacities? Are there too many administrative hurdles? Because of too little international support? Is it concerns over blue grabbing, that the benefits of the blue economy end up in the hands of big corporations?
