A national property tax as a form of wealth tax has been recommended in a new academic article published by the Human Sciences Research Council (HSRC).
Prof Ingrid Woolard,
head of the panel who reviewed the list of value-added tax (VAT) zero-rated items, Judge Dennis Davis, who headed the Davis Tax Committee, and Samson Mbewe, an economic researcher at the University of Cape Town, are the authors of the article.
Woolard is the Dean of Stellenbosch University's Faculty of Economic and Management Sciences.
